DARRELL FOXX MSgt(Ret), USAF
Chief Executive Officer (CEO)

Born in East Spencer, North Carolina to the Howard E. Foxx Sr. and Essie Mae Kiser Foxx. Darrell was one of thirteen siblings and his parents instilled in him a keen sense of family values and a healthy respect for others. These values compelled Darrell to devote his life to serving others and helping them realize their potential, while improving the quality of life for themselves and their communities.

After working his way through college with the help of scholarships and student loans, Foxx enlisted in the United States Air Force, where he worked as a Security Forces / Counter-Terrorist specialist. During his 21 years of military service he had the unique distinction of providing close-in security duties for several Presidents of the United States and numerous Presidential Cabinet members such as Gen. Colin Powell, Madeline Albright, Vice President Dan Quayle, and many other dignitaries.

In November, 2008, Foxx moved to Abu Dhabi, United Arab Emirates to work as a contractor for the UAE Military. Within a 10-year period of time, Foxx launched two successful businesses from scratch. In addition to his military experience, he honed his corporate management skills to include: Executive Management, EHS Management, Security Management, Budget Analysis and Human Resources Management.

Foxx’s experiences served as a catalyst for starting “The Dunbar Development Company L.L.C” and because of his commitment to family and social good, Foxx returned to his Hometown, East Spencer to utilize his military and corporate experience to rebuild and re-design the community so that each family would enjoy a better quality of life and each child would have an equal chance at being properly educated.

ANNITA SAMUEL
Vice Chairwoman

Annita Samuel is a data and opportunity zone enthusiast and urban business consultant. A graduate of Salem College with a BA in Sociology. Annita specializes in researching data, reporting and helping Urban and underserved communities control the narrative to attract potential investors highlighting the social good of whom she proudly serves. Also, she serves as a board member for Ujima Community Development Corporation therefore bringing experience, awareness and diverse thinking to ‘The Village’ project. Annita is active in her community serving as Lead Golf Coach for First Tee of Central Carolina leading all girls golf classes, financial secretary for local chapter National Association for Black Veterans, President of Team Engagement Committee for Revenue Services Cycle department for a local medical group and member of Top Ladies of Distinction United Negro College Fund local co-chair. Her greatest work is being a mom to her amazing son who is a constant reminder to her “Why” it is imperative to create a legacy of prosperity and independence for the Urban landscape.
